Cabinet decision to implement new pay structures

SHILLONG, Sept 2: The Meghalaya Cabinet has today decided to implement the Fourth Pay Commission recommendations with retrospective effect, from January 1, 2007.

Announcing the government’s decision to implement the revised pay structure that will see the enhanced rate hovering round about 32 per cent to all State government employees, Chief Minister DD Lapang said the government employees will draw the revised salaries from September this year. However, on the arrears, the Chief Minister stated that only 40 per cent of it will be paid by the end of the current fiscal, and the rest will be cleared in the subsequent years.

The government’s decision to keep 60 per cent of the arrears pending is due to the huge financial implications that the State will have to bear. According to the Chief Minister, the State needs Rs 545 crore to meet the financial commitment — Rs 330 crore is required to meet the annual salaries of government servants and Rs 215 crore for the arrears for the current fiscal.

Assuring that the pending arrears will be cleared in a time-bound period, Deputy Chief Minister in-charge of Finance Dr Mukul Sangma said: “With the Centre’s appreciation of our fiscal measures, we are looking towards the Centre that will also extend funds amounting to Rs 260 crore to meet our obligations”. He also said the government will take a number of stringent monetary measures to generate revenue amounting to Rs 50 crore during this financial year alone. These includes proper ‘check and balance’ on the expenditure of the various State Government establishments as well as to realize maximum from the revenue-earning departments.

The Cabinet decision on the Fourth Pay Commission came along with the decision to extend the provision of pension to all State Government employees working for a period of ten years. This does not apply to those employees working under Clause 3(f) of the State Government service rules and casual employees. THE SENTINEL
