Sixth Pay Commission recommendations frustrating: SAKP
GUWAHATI, Oct 30: The Sixth Assam Pay Commission has put the minimum salary of the State Government employees at Rs 5,860 (Rs 4,560 as pay in the pay band and Rs 1,300 as grade pay) and the maximum pay at Rs 55,000. The annual increments have been recommended at the rate of one per cent of the total pay in the pay band and the corresponding grade pay. The Sadou Asam Karmachari Parishad (SAKP) has termed the Pay Commission recommendations ‘‘frustrating’’.
According to the salient features of the report of the Pay Commission that was made public today, the date of annual increment, in all cases, will be July 1, and employees completing six months and above in the grade will be eligible for annual increment.
The Commission has recommended introduction of a new scheme — increment based on performance (IBOP). In this scheme, annual open assessment of employees will be done by the assessing officer. “An employee can earn up to additional two per cent increment over and above normal increment based on his/her performance,” the report said.
The Commission has recommended no change in the existing system of granting Dearness Allowance (DA) on par with the Government of India. For the purpose of calculation of DA, pay in pay band plus grade pay will taken as the base, the report said.
All past pensioners will be allowed ‘‘fitment benefit’’ equal to 40 per cent of the basic pension in addition to the dearness relief at the rate of 86 per cent of basic pension as on January 1, 2006 (which is inclusive of the 50 per cent dearness pension), the report added.
The SC Das Committee formed by the State Government will examine the report of the Pay Commission, concretize the action plan and submit the report to the Government by November 30 this year so as to enable the Cabinet to take the final decision.
Talking to The Sentinel, SAKP secretary general Basav Chandra Kalita said: “We are not happy with the report of the Pay Commission. The report has many lacunae like the rate of annual increment being put at one per cent, while the Central Government and some other States have put the rate at three per cent.”
Kalita said the additional two per cent increment based on performance of employees is an unwanted step that will leave enough space for discrimination. “This is a divide-and-rule police of the State Government that doesn’t want the employees to be united,” he added.
