GUWAHATI, Aug 4 – The civic polls that took place on July 31 showed the Congress emerge a clear winner. According to State Election Commission sources, the Congress won 408 seats, with the AGP trailing with 87 and BJP with 59 seats and CPM with two. A total of 89 Independent candidates won the elections to various town committees and municipal boards.

DIBRUGARH: Indian National Congress (INC) swept the municipal polls here, bagging altogether sixteen seats out of the twenty-two seats in the Dibrugarh Municipal Board (DMB). Lakhijyoti Sonowal of the Congress won by a margin of a single vote after recount of votes for Ward No. 3.
BJP won 4 seats, while AGP and an independent candidate managed to win one seat each. Voting for the election was held on July 31 and the counting began today. Altogether, 100 candidates contested the municipal polls.
The winners from the Congress include Dhrubajyoti Gogoi, Jahirul Asan, Lakhijyoti Sonowal, Bornali Talukdar, Nityananda Phukon, Chandrakanta Barua, Hemaprobha Das, Ashish Chakraborty, Ramizuddin Ahmed, Rampatlal Verma, Tushar Choudhury, Nilu Bawri, Prabha Das, Ikbaluddin Ahmed, Ananta Kumar Gogoi and Ranjan Chandra Bhattacharjee. The victorious among the BJP candidates are Biswajit Majumdar, Sibu Sarkar, Hemoprabha Borthakur and Anuradha Dey. The lone AGP winner is Anjana Das while Pervez Ahmed happens to be the successful independent candidate.
The Congress held thirteen seats in the previous municipal board here, the BJP had won 5, AGP held 2 and independent candidates had won 2. The party has added to its tally this year.
Meanwhile, the BJP which failed to draw even the votes it had collected during the last Lok Sabha elections here, alleged that the entire poll process was stage managed by the pro-Congress district administration. BJP MLA Prasanta Phukan reiterated that the faulty voters’ list prepared by the previous municipal officials was done to favour the ruling party.
He also alleged that Ward No. 3 was lost to Congress due to the gross negligence of the electoral officer in charge.
BARPETA: Bharatiya Janata Party has shown its strength in the civic polls in Barpeta. In Barpeta Road municipality board, BJP won six out of 10 and the Congress won three, and one seat was won by an independent. In Sarbhog town committee, BJP won three out of four seats, and one seat was won by Congress. In Howly town Committee, the Congress won three seats out of four, while AGP won a single seat. In the Sarthebari Town Committee out of four seats, Congress and AGP won two seats each. In Pathsala town Committee, two seats were won by the AGP and BJP each.
NALBARI: The AGP and its ally BJP swept the civic polls in Nalbari and Tihu. Of the 12 seats of the Nalbari Municipal Board, AGP won four, BJP won three and Congress managed to win four. An Independent candidate also won a seat. In the Tihu Town Committee polls, AGP BJP alliance won three, while Congress managed to win one seat.
SILAPATHAR: The Congress won all the eight seats of ward councillors of Silapathar and Dhemaji Town Committees. The winners include Navin Pegu, Pravin Lahon, Adir Purkayastha, Inku Das, Pranab Pegu, Prema Dutta, Jogyeshwar Somowal and Rubi Handique.
NORTH LAKHIMPUR: The ruling Congress Party has swept the elections held in various municipality and town committees of Lakhimpur. In the results declared today, the Congress candidates won in 12 wards out of 14 of the North Lakhimpur Municipality Board.
The victorious candidates of North Lakhimpur Municipality Board are Pradeep Phukan (ward no 1), Gagan Ch Saikia (ward no 2), Bindu Konwar (ward no 3), Ashamoni Das (ward no 4), Dipen Gogoi (ward no5), Hemanta Maral (ward no 8), Milan Ch Dev Nath (ward no 9), Navanita Sarkar (ward no 10), Kamini Borah (ward no 11), Sharifa Begum (ward no 12), Pavitra Das (ward no 13) and Hira Gogoi (ward no 14). Wards no 6 and 7 were won by Assam Gana Parishad candidates Tilu Singh and Javed Husain.
In Bihpuria Town Committee elections, the Congress won in seven wards out of ten. Its winning candidates are Urmila Basfor (ward no 1) , Amiruddin Ahmed (ward no 2), Basanta Saikia (ward no 4), Rohini Kr Bhuyan (ward no 5), Anima Das (ward no 6), Nripen Dutta (ward no 7), and Mamoni Borah Bhowmick (ward no 8). AGP’s Narayan Dutta (ward no 3 and Anil Kr Baruah (ward no 10) and BJP’s Biju Kakati (ward no 9) were the other winners.
In the six number Narayanpur Town Committee, it was a clean sweep by the Congress. Party candidates Bhupen Baruah, Rubul Saikia, Achyut Kr Das, Mrinali Neog, Harish Chandra and Ritu Deori emerged victorious in the elections.
MORAN: Poll fever ended in Moran today with the Congress capturing the Town Committee by winning a majority with five seats. The five winning candidates of Congress are Ratna Chetia (ward no 1), Sanjib Dhar (ward no. 2), Asha Sahu (ward no. 3), Dhrubajyoti Phukan (Ward no 5) and Anita Phukan (ward no 6). Ward no 1 and ward no 6 were reserved for women candidates. Independent candidate Madhuryaraj Phukan was elected for ward no 4.
DHEKIAJULI: In Dhekiajuli Municipality elections, the Congress won five seats while independent candidates secured four seats and the AGP had to be content with just one seat. If things work out according to plan, there is a likelihood that Tulika Saikia of the Congress will be the third chairperson of the town.

The party’s Dilip Buragohain (ward no 1), Nantu Sengupta (ward no 2), Chandra Kanta Jha (ward no 3), Kabir Ahmed (ward no 4), Helan Choudhury Baruah (ward no 5), Usha Hazarika (ward no 6), Indrajit Gogoi (ward no 7), Pinki Rao (ward no 8), Alpana Dev (ward no 9), Bibha Rajkonwar (ward no 10), Runu Handique (ward no 11), Tankeswar Dihingia (ward no 12), and Utpal Gogoi (ward no 13) emerged winners in the polls.
DERGAON: The Congress won absolute majority in the polls for Dergaon Municipal Board. Seven seats went to the Congress and one went to the AGP while two seats were won by Independents.
GOLAGHAT: Congress swept the Golaghat Municipality polls winning 11 of the thirteen seats. The BJP won a single seat, while another seat went to an Independent.
RANGIA: The Congress won five of the 10 seats in the Rangia Municipal Board polls and Independents won four, and CPM managed to win one seat.
SIVASAGAR: Congress won 12 of 14 seats in the Sivsagar Municipal Board, while AGP managed to win only one. Another seat went to an Independent candidate.
JORHAT: The municipal polls were swept by the Congress in Jorhat by winning all the 19 seats. The party won seven out of eight seats in Titabor Town Committee and two out of four in Teok town committee. On the other hand, Independent candidate won all the five seats in Marioni town committee.
DIGBOI: In Digboi Town committee polls Congress won seven out of eight seats while the remaining seat went to an Independent. In Margherita all four seats were won by the Congress.
MANGALDOI: The AGP managed to win four out of ten seats while Congress and Independents bagged three each in the Managaldoi civic polls.
TEZPUR: The Congress and AGP went neck and neck in Tezpur winning nine and eight seats respectively. Independents managed to win two seats.
