Last Saturday, the mysterious Indian Mujaheedin ripped Delhi with five synchronised blasts in crowded market places causing death to 22 innocent civilians and injuring more than hundred others. The Indian Mujaheedin,a front organisation of banned terrorist organisation, Sl MI, in an e-mail informed that they have completed their Operation BAD with the blasts in Delhi: Operation BAD standing for Bangalore,Ahmedabad and Delhi. Bangalore was targeted on 25th July killing 2 persons, Ahmedabad on 26h July with 17 blasts killing 65 persons and now Delhi on 13th September with five serial blasts killing 22 persons. The plan to target Delhi was known after interrogation of SIMI activists arrested after Ahmedabad blasts and Narendra Modi, Chief Minister of Gujarat had personally briefed the Prime Minister, the Home Minister and the National Security Adviser about ten days back about SIMI’s next target. The Government of India did not give importance to this vital information passed on by the Gujarat Chief Minister as would be evident in the faultless execution of Operation BAD by the Indian Mujaheedin.Even the CCTV installed earlier in crowded market places were not made functional which could have provided critical information to trace the culprits. The CCTV footage in London Metro helped UK police to nab the culprits of London Metro bombing within a very short time. In the case of Delhi, inspite of threat to the city after Jaipur, Bangalore, Ahmedabad the Delhi Police were caught unaware and unprepared.
All these serial blasts in major metros have similiarities.The explosive used, the timer and switches, use of bicycles and e-mail by Indian Mujaheedin immediately after the blasts point to the same terrorist organisation carrying on dastardly attack on innocent civilians to disrupt social harmony.The state police forces responsible for the investigation of the crime failed to nab the culprits or prevent similar occurrences in the future due to lack of coordination. The Home Minister, Shivraj Patil who shifts the responsibility to the States for their failure to act on specific intelligence, owes it to the nation to explain why in spite of information about possible attack no security measures were taken in Delhi to prevent the terrorists’ crime. Not only have the BJP, even Congress Chief Minister Sheila Dixit, ex President APJ Abdul Kalam and National Security Adviser demanded enactment of stringent law and speedy trial of terrorist crime. The Home Minister brushes such suggestions aside stating that such crimes took place while POTA was in force and therefore the urgent need of the hour was to modernise the police force, strengthen intelligence agencies and setting up of a Federal Agency to deal with all terrorist crimes in the country. Putting the blame game aside, the Union Government should pay more attention in amending the present law to provide speedy trial and stringent punishment to all those found guilty of committing terrorist crimes and setting up of a Federal Agency like the FBI to deal with such crimes.
